Invitation for Expression of Interest

Preamble:
The Institute of Chartered Accountants of India (ICAI) invites Expression of
Interest(EOI) from reputed organization/s for providing a comprehensive automated solution for handling specified pre exam and post exam activities of the Institute.

ICAI conducts the following examinations, leading to the Chartered Accountancy qualification.
 Intermediate(IPC) examination.
 Final examination.

ICAI conducts the above mentioned examinations twice a year, generally, in the first fortnight of May and November. 

Intermediate (IPC) examination is a descriptive type of examination. It comprises two groups. Group I comprises 4 full papers. Group II comprises 2 full papers and 2 half papers. A student can appear either in Group I or Group II separately or in both the Groups together. Hence in all, there may be 8 answer books per student, in respect of Intermediate (IPC) exam. About 2,00,000 students are admitted to this exam, every half year.

Final examination, is a descriptive type of examination. It comprises two groups of 4 papers each. A student can appear either in Group I or Group II separately or in both the Groups together. Hence in all, there may be 8 answer books per student, in respect of Final exam. About 1,00,000 students are admitted to this exam every half year.

Brief background:
In the CA examination system, cover page of the answer books contain the roll number of the candidate, paper number and the name of the subject. It does not have any centre identity or candidate’s name. Upon receipt of the answer books from the examination centres ( numbering around 375 across India), dummy numbers, generated at random, are printed on the answer books and the roll number portion of the cover page of the answer books is  removed. Thereafter the answer books do not contain any identity except the dummy number and the paper number/subject name and are processed further.

Solution required:
This EOI seeks to identify potential service providers who can provide an automated solution to the process of printing the dummy numbers on the answer books, based on the principle that there is only one dummy number for one roll number, even though the same roll number may have upto 8 answer books. ICAI will provide pre-generated roll to dummy numbers, as per its own scheme, to the selected vendor at the appropriate time.
