E-FILLING PROCEDURE WITH ROC

The Ministry of Corporate Affairs (MCA) has introduced the MCA21 E-Governance programme with a view to provide all services relating to ROC online in E-Governance mode.
Following procedure is to be followed for Electronic filling and Authentication of documents with Registrar of companies (ROC)
·         First step is to download e-form (with or without instruction kit) from MCA Portal by selecting a category from list of e-forms category-wise under e-Forms tab.
·        At any time users can read the related instruction kit to familiarize themselves with the procedures available under Help Menu.
·        After downloading, user can then fill the appropriate e- form for the service required. There is an option of Pre-fill where the static details like name and address of the company will be pre-filled by the system automatically on entering Corporate Identity Number (CIN). User can use this facility of Pre-fill only by connecting to the internet.
·        Users have to attach the necessary documents to the e-form as attachments and the applicant or representative of the applicant needs to sign the documents using digital signatures.
·         Then click the check form button available in the form. System will check the mandatory fields, attachments and digital signatures.
·         The users may avail the pre-scrutiny service of e-form. The pre-scrutiny service is available under the services tab or under the e-forms tab by clicking the upload e-form button. The documents will be verified by the system. In case of any inadequacies, for eg:- if a mandatory column is not filled in or wrongly filled, the user will be asked to rectify before the document is ready for execution (signature).
·         The system will then calculate the fees including late fees, if applicable. Payments will have to be made through appropriate mechanisms-electronic or traditional means. Electronic payments can be made at the Virtual Front Office. If user selects traditional payment option, the system will generate a pre-filled challan in the prescribed format. Traditional payments through cash or cheque can be made at the designated network of banks using the system generated challan.
·         The payment will be confirmed for all online payment transactions using payment gateways. Acceptance or rejection of any transaction will be communicated to the applicant.
·         MCA 21 will provide a unique transaction number, which can be used by the applicant for enquiring status pertaining to that transaction.
·         Filling will be complete only when the necessary payments are made.
·         Once the payment has been made the status of your payment and filling status can be tracked on the MCA portal by using the ‘Track Your Payment Status’ and ‘Track Your Transaction status’ link respectively.
·         In case of rejection, helpful remedial steps will be provided to the applicant.
·         The applicants will be provided an acknowledgement number through e-mail or alternatively they can check the MCA portal.
