Governor approves ordinances to levy Property Tax in Punjab

Punjab Governor Shivraj V Patil has approved promulgation of two ordinances imposing property tax in the state. One ordinance deals with property tax by municipal corporations and the other relates to municipal committees.

Property tax will come into effect from April 1, 2013. Owners of commercial properties who have deposited property tax in September need not do it again now. Since property tax has been levied on all types of property, therefore houses under self occupation have also become taxable. Property tax replaces house tax in the state.

The ordinances approved by the Governor amend the Punjab Municipal Act, 1911 and Punjab Municipal Corporation Act, 1976 to provide for imposition of house tax. The ordinances are likely to be replaced by regular act in the next session of the Punjab legislative assembly. House tax will augment the resources of local bodies and will also pave the way for release of Rs 1,146 crore under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

It may be mentioned here that recommendations with regard to Property tax made by a Cabinet sub-committee headed by deputy chief minister Sukhbir Singh Badal were approved by state Cabinet on June 15 this year. The property tax was imposed from April 1, 2013 but following a storm of protests by the Opposition and common man, the issue was reconsidered and rates of taxes reduced considerably.
